Gas or electric?
Around these parts, we have super hard water, which means scale can build up, and that can cause weird noises, but it’s usually a banging/clanking type noise.

Might want to get it checked out. Most water heaters have a pressure relief valve on them to ‘let off steam’ thus preventing an explosion. It can sound like a whistle.
